Employees using AI tools outside company-approved channels: no inventory, no data processing agreement, no audit trail. It's the AI version of shadow IT, and it usually appears not out of rebellion but because the official route is slower than the unofficial one.
PagerDuty's Shadow AI Survey (June 2026, 1,250 office professionals at organisations above $500M revenue across Australia, Japan, the UK and the US) found two-thirds had used AI tools at work believing company policy did not permit it, and that 88% had shared work-related information with public tools such as ChatGPT, Claude or Gemini. The risk has two faces. The obvious one: data leaving without any record of what went where. The less obvious one: the company loses the signal of where AI is actually working, because the usage that works happens off the radar. Which is why in AI Operations the response that tends to work isn't a stricter ban — it's an approved route that is at least as fast as the unapproved one.

- Same pattern, different sensitive material: shadow IT moves applications outside the perimeter; shadow AI moves data and decisions, and leaves far less auditable trace.

- Does a tougher policy fix it?
- Rarely. In the PagerDuty survey 86% said they worked at organisations with AI policies in place and unauthorised use was still widespread; 81% also perceived that leadership plays by different rules. Policy without a fast approved alternative displaces the usage, it doesn't remove it.
- Where do you start reducing it?
- By measuring. Inventory what's actually being used, provide an approved route for the three or four most frequent cases, and get traceability on what data leaves. Banning without substituting guarantees usage continues — just blind.
