An agent the company treats like someone on the payroll: it has a role, permissions, a human owner, a record and a performance review. Not a marketing metaphor — a change in how it gets governed.
The framing has stopped being rhetorical. ServiceNow lists its AI specialists in the Microsoft Agent 365 marketplace as digital employees with defined roles, permissions and accountability, subject to Microsoft 365 admin policy (ServiceNow, 2026-05-05). The interesting part isn't the label, it's what the label drags along. An employee gets onboarded and offboarded, holds access that expires, reports to someone accountable for the work, and gets reviewed. Treat an agent that way and the questions ordinary software never forces on you surface by themselves: who answers when it gets it wrong, which access is pulled when it changes process, and who decides it's surplus. Honest caveat: the term is pushed by the sell side. Use it as a governance frame, not as evidence that an agent performs like a person.
How it differs from
- AI workforce
- The workforce is the whole fleet managed like headcount. The digital worker is the unit: one specific agent with its own record.
- RPA bot
- An RPA bot repeats fixed steps and decides nothing. A digital worker decides within a margin, which is exactly why it needs an owner and a review.

- A back-office agent whose access expires and gets renewed like any other team member's.

- Not in payroll — in governance. What's worth copying from HR is four things: its own identity, a named human owner, access that expires, and a periodic review of whether it's still needed.
- Does a digital worker replace a person?
- In practice it replaces tasks, not people, and that has to be stated with data from your own deployment rather than the vendor's promise. If nobody measures the human hours freed, the claim is advertising.
